The Cycling Independent Reform Commission has published its long awaited report.
The report which cleared cycling union (UCI) of two counts of taking money from Lance Armstrong to cover up doping makes the following key recommendations.
1 Primary responsibility for the control of doping lies within the sport
2 Doctors, found guilty of anti doping violations should be investigated to see if they are fit to continue practicing.
3 Public Shaming should be discontinued
4 UCI to undertake "prevalance studies" of doping in different countries, teams, levels and disciplines.
5 UCI should move to a quality testing plan
6 The problem of the no testing between 11pm and 6am needs to be addressed.
7 Re-testing should be an integral part of the testing programme.
8 UCI should set up an independent whistle blower desk
9 Individuals should be persued as soon as a suspicion is raised.
