The final stage in Istanbul after the riders and everyone associated with the race had transfered from Izmir, saw six laps of the ancient city, totalling 121 kilometres in distance.
There had been five withdrawals overnight and TeamType1's Reijen crashed on the fourth lap and was forced to abandoned.
Four riders were out in front with Katusha's Vladimir Gusev leading the way, some 28 seconds ahead of the peloton lead by Britain's Andy Fenn and race leader Valio Gabrovski with ten to go.
Matteo Trentin of the Omega Pharma team shot away from the four escapers with seven kilometres to go, followed by Europcar's Gaudin.
The rest of the teams were all now jockeying for front position and they had caught the escapers with four to go. AG2R's Bardet went for it before there was a big crash involving Matt Goss with two kilometres left.
Under the flam rouge, Rabbobank and Europcar were leading. Rabbobank got their man to the front and it was Theo Boss who won ahead of Andrew Fenn in a time of 2.32.35.
Valio Gabrovski was in the peloton and took the overall race victory, some 1.33 ahead of Dynachenko.
