Team Sky's Geraint Thomas finished second overall after Heinrich Haussler took the final stage in Nuremberg.
Lampre's Adriano Malori led Thomas going into the final 169.8kmstage which started in Kelheim in the rain.
With the peloton split into three groups, Mikael Cherel (AG2R-La Mondiale), Jetse Bol (Blanco Cycling), Grischa Janorschke (Nutrition Sparkasse) and Alex Frame (Thuringer Energie) worked to take a four minute lead.
However, work from FDJ and Lampre-Merida ensured that by the time they reached Nuremberg for the first of eleven laps, it was going to end in a bunch sprint.
IAM Cycling's Heinrich Haussler took the win beating Juan Jose Lobato (Euskaltel-Euskadi) and Yauheni Hutarovich (AG2R-La Mondiale) with Team Sky's Ben Swift finishing eleventh.
Malori and Thomas finished safely in the peloton to ensure that they were on the podium along with third place Jan Barta.
