The Sky Blues are the only club to have put a bid in for the 21 year old. However, Sheffield Wednesday, Dynamo Kiev, Rangers, Everton, Bolton and Burnley have all been linked with the wide man.
The BBC are reporting that Edinburgh based Hearts are likely to reject the bid as they want either a better offer or a player exchange.
Driver has been advised by Hearts boss Csaba Laszlo to "consider any move carefully and only sign for a club where he can develop."
