The winger played 29 games for City before a dressing room incident saw him off-loaded to Fulham.
Gray struggled to get into the Fulham side and he went to Barnsley before joining Walsall on loan towards the end of last season.
After scoring four goals in eighteen matches, Gray was offered a twelve month deal by Saddlers boss Chris Hutchings and on Wednesday, completed the deal.
