Micky Adams has backed plans from City's latest fund-raiser which involves wealthy supporters donating £50,000 or £100,000 to a scheme called "Operation Premiership".
The City boss said to the CET:"Anything that opens up revenue streams to improve the team is something to be welcomed. "Money never guarantees success but if you look at all the teams who have done well in this league, they have made an investment in their teams. So to have any chance of achieving promotion back to the Premiership, there needs to be an investment at this football club.
"It can be a gamble when you bring players in because they can get injured or fail to live up to expectations, but that is always the case. "Managers are judged primarily on results but also the quality of players they sign. I want to bring in the right people with the right characters so that I can build something and leave a legacy for the future.
"You can never put a timescale on these things but there are people I am interested in and I have things lined up. But they are not free transfers and not readily available at this moment in time.
"We are currently negotiating with other clubs which can be tricky sometimes because they decide the timescale.
"But I would hope to have some fresh faces in place by the time the players come back for the pre-season at the end of June. I have been at clubs when I have been frantically getting a squad together a week before the season starts but I would hope to avoid that if possible and, ideally, get most of the people I want in for the pre-season.
