According to new regulations for the Capital One Cup this season, lower league clubs such as Coventry City will be expected to field six players who have played in either the previous game or match after a Capital One cup tie.
This new ruling for this season does not apply to Premier League teams and means that Arsenal when they face the Sky Blues at The Emirates Stadium next month, can field a second or third string team.
Speaking to the Press Association, Football League Chairman Greg Clarke said: "The Capital One Cup is our premier competition and we want to ensure the teams are taking it seriously.
"The Premier League is different because they have such big squads and we have not even approached them - fans now want to see the biggest clubs giving up their up and coming young players a platform, that's part of the attraction.
"Arsenal got to the final with their young players - it works for the Premier League and it works for us.
"We know managers sometimes have to prioritise but we want to make sure a compromise is reached."
