City had been beaten 7-1 at home by Blackburn earlier in the season,but Mark Phillips' side were far more determined and organised on this occasion.
Blackburn relied heavily on Amanda Bateman who went wide with a twelth minute shot and won a corner six minutes later.
In the 34th minute,Bateman went even closer, striking the near post direct from a corner.
Gemma Smith in the City goal and defender Natasha Lynch both were having excellent games and when an over exuberant assistant referee allowed play to flow,Katy Box drilled wide and then won a 41st minute corner.
In a second half watched by Millwall joint manager Ray Wilkins whose team were training at Blackburn's Brockhall Village Academy,City fell behind in the 68th minute when a Bateman crossed was tucked home by Sarah McCrea.
Seven minutes later,Blackburn went further ahead when Andrea Bell scrambled the ball home after a mistake in the City defence.
Phillips made a double change sending on strikers Sarah Marshall and Mel Byrne and with two minutes remaining, Marshall pulled a goal back lashing a twenty five yarder high into the net.
This set up a grandstand finish with the industrious Maria Cartwright firing just wide deep in stoppage time,but it was not to be and City who travel to Wolves next week in an FA Cup Third Round tie,went down to a defeat that their effort and commitment did not merit.

Leamington Lions 2-4 Coventry City Sky Blues U16's
The Sky Blues continued their winning streak at Leamington today with a comfortable 4-2 scoreline.
City took control of the game early on and went ahead when Claire Hulme slipped the ball through for Kat Watkins to smash the ball into the net.
The ever improving home side equalised just before the interval but City came out fighting and hit the home side with two quick goals from Katey George and Laura Dunlop who dispossed the keeper to make it 3-1. Leamington pulled one back before Sian Jenkinson 18 yard shot wrapped the game up for the Sky Blues.
City Ladies have been drawn at home to Rugby Town in the Birmingham County FA Cup third Round. The tie will take place at Coventry Sphinx on Sunday December 19th at 2pm.
