The centre half/ left back is still to have a medical and agree terms but reports indicate that City have matched Richard Money's valuation of the player of £350k.
City are struggling at the centre half position to partner Elliott Ward. Marcus Hall,Ben Turner and Colin Hawkins are injured whilst Aarjan De Zeeuw is suspended for Saturday's FA Cup tie versus Millwall.
The 21 year old,came through Everton's Academy ranks and joined Walsall in June 2005. He has played 117 +1 times for the Saddlers, scoring six goals and also made 10+1 appearances for Stranraer.
He is ineligible to play for City in the FA Cup after playing in the 0-0 draw versus Millwall, should he be signed in time.
