The Sky Blues have submitted one bid for the Leeds United striker, who has been taken off the transfer list by the Elland Road club.
Beckford scored 34 goals last season and has been the main target for City during the close season.
City are expected to submit a second bid bigger than £2m in order to try and land the striker.
