Clingan, along with former City youngster Jonny Tuffey, were left out of the side which started the match by manager Nigel Worthington.
Northern Ireland had the majority of the play but Christian Lamhauge Holst put the Faroes, managed by former City scout Brian Kerr, ahead on the hour mark when a weak shot went past Maik Taylor in front of a 1280 crowd, of which 130 were Northern Ireland supporters.
Kyle Laffterty equalised in the 75th minute with a left footed shot from the edge of the area to avoid an embarassing defeat and get a share of the points.
