Billy Davies' side have already had one bid for Fox rejected but now have been linked by a number of sources with a move for Elliott Ward, who has a season left on his contract.
Ward, who is rumoured to be costing City another payment to West Ham if he makes more appearances, was told twice last season that he could be sold.
