Celtic and Burnley have agreed a fee which is being reported as more than the £1.5m that the Glasgow based club paid the Sky Blues for Fox in July.
Burnley boss Brian Laws is being quoted by Scottish media reports as saying: "He's one of quite a few players that I'm talking to and one thing very evident is that they all want to come here and that's very, very pleasing. "He's one of many options, and if it's not Fox it will be someone else. No deal has been done yet and we have done a lot of talking with a lot of people.
"We can't say one player is the first choice because he might not want to come or we can't do the deal, so you have got to have options A, B and C. I'm trying to sign a few more players, I'm hoping to conclude at least a couple more players before the window shuts."
