Rayner said: "The Green Travel Plan is an integral part of a series of proposals, such as resident parking schemes, which will come into effect at major events.
"It has been carefully put together and although there may well be teething troubles, we are all confident that the system will work. "I think the key to the success is working in partnership with all concerned, which is why extensive public meetings have been held to discuss fears and problems.
"Once the Arena is open, a formal group will be established which will include local residents, the blue light services and bus operators, to make sure that any issues that arise can be properly addressed."
