Micky Adams will have the final say on who leaves the club when the transfer window reopens on January 1st.
The City boss told the CET: "I'm not going to talk about the transfer window because the record is stuck as far as I am concerned - you're talking to the wrong man.
"We've always got the option of saying no. We had an offer for Dele Adebola at the start of the season and that was turned down flat because the money would have got swallowed up by the debt and I wouldn't have been able to improve the team.
"That's a no brainer as far as I was concerned and nobody will be leaving this club unless I say they can go."

One player now likely to stay is Adie Williams. The centre half was expected to join Millwall, however, a change of management at the New Den, appears to have ruled this out.
