The midfielder who was loaned to City by Chelsea, was on a month to month contract at Woking FC and that contract finished on Monday.
He played eleven times for Woking and told Southend's official club website: "I've had a little look around again today and it doesn't seem one day ago that I was last here. For the past year, all I have been focused on is getting back into the Football League so I can't stress how delighted I am to achieve that, especially with Southend, that means a lot.
"I have grown up since I was last hear. I am going to get my head down and show everyone not only what I can do on the pitch but off it as that is just as important. Southend's result was one of the first I looked out for and I still had a spot for them in my heart"
