Supporters Could Face More Charges

Transport Secretary Alistair Darling said the charges which were aimed at reducing congestion would replace road tax and petrol duty.

He proposed that every car would have a black box lined to a satellite system which would track every journey and added that prices for rural journeys could cost as little as 2p a mile.
