Coventry City CEO Steve Waggott has said that City are restricted in the amount of ticket promotions they can have a season.
Many City supporters are refusing to pay up to £27 on the day to get in to a league one game, a price dearer than a number of Premier League matches so far this season and Saturday's game against Crawley Town saw City's lowest ever gate for a league game at the Ricoh Arena.
The Sky Blues are restricted to six ticket promotions a season but want to do as much as possible to get City supporters back into the Ricoh Arena.
Speaking at the Sky Blue Trust Open meeting, Mr Waggott said: "We want to do more but are restricted by the amount of games the FL will let us discount.
"If we owned our own ground we could offer promos on F&B. Looking at doing a cheap ticket deal around Xmas and are working on schemes at the moment."
